She has held senior management positions in the Jackson Area Chamber of Commerce\, Dyersburg Chamber of Commerce\, and The Work Place in Memphis\, TN where she was CEO of Work Place Development. \nAlong with professional experience\, Elaine has also served her community. Elaine is currently the Chairman of the Jackson Madison County Bicentennial Committee. She also served as the chair of the Jackson Madison County Library for five years. Elaine’s involvement in her community has been recognized many times with different awards. She is an economic development instructor for the Economic Development Institute\, IEDC\, University of Oklahoma\, Auburn University\, University of Tennessee\, Louisiana State University and CETYS University in Mexico. \nBefore founding Younger Associates\, Dr. Younger was an associate professor of market research and advertising at Union University. During her time at Union\, she launched the Center for Business and Economic Services where she served as director. Prior to her work at the University\, Dr. Younger worked in market research for a Fortune 100 company. \nRecognized nationally as a leading researcher in the field of economic and community development\, Dr. Younger and her firm have successfully completed regional and statewide research for clients in twenty-six states. Workforce development strategies led by Dr. Younger for Wyoming and Louisiana have been profiled in the national media and noted as the best in the nation for solving workforce shortages. \nAs a skilled facilitator\, Dr. Younger conducts focus groups and leads strategic planning programs. She has expertise in guiding groups through developing successful plans with realistic goals and measurable benchmarks. Her planning work has a successful track record for gaining acceptance by multiple stakeholders and support from elected leaders. \nDr. Younger managed the Public Involvement Program for the Tennessee Department of Transportation’s Long-Range Transportation Plan\, the first statewide 25-year multi-modal plan in Tennessee. As Public Involvement Lead Consultant\, she planned and implemented the statewide public and stakeholder strategy and environmental justice outreach. Additionally\, Younger Associates was charged with the development of the final plan document. \nDr. Younger has worked with the Tennessee Valley Authority (TVA) to develop successful strategies for recruiting the plastics and automotive industries. Also for TVA\, she conducted a potential freight movement study for the development of the Port of Cates Landing. \nHer firm also worked with TVA to analyze the economic impact of the megasite program by analyzing the activity in five megasites and strategies for developing two additional megasites including the Memphis Regional Megasite. The firm conducts continuing economic impact analyses and benefit-cost analyses to determine incentive levels for projects and prospects. \n-more- \nIn a project funded by the U.S. Trade Development Agency\, Dr. Younger worked with the Republic of Cameroon to develop a feasibility plan to attract World Bank and other international financing initiatives for the development of a deep-water port in the city of Limbe. \nThe staff at Younger Associates advises a number of economic development agencies and industrial development boards on strategic data-driven communications with location consultants and prospects; marketing and attraction programs; evaluation of incentives; and economic impact analyses. \nDr. Younger has developed target industry strategies for a wide range of cities\, states\, regions most recently including Bradenton/Sarasota\, FL\, The Shoals Region of AL\, Ocala FL\, Charlotte\, NC\, and Chattanooga\, TN. Younger Associates’ research has played a key role in many site selection decisions across the United States\, including automotive assembly plants\, foreign investments and global technology companies such as Space X. \nThe firm completed a comprehensive analysis for the 10-county Thomas Jefferson Partnership region centered in Charlottesville\, VA. The study encompassed six distinct components: a workforce analysis\, existing business cluster analysis\, emerging and growth industries analysis\, technology assets inventory\, strengths weaknesses opportunities and threats assessment\, and an economic targeting strategy. SUMMARY:Where It All Began - A Look Back at the Early History of Jackson
DESCRIPTION:9 a.m. to 4 p.m.\nDowntown History Scavenger Hunt hosted by the Jackson Madison County Library. Pick up a map at the downtown library front desk. The scavenger hunt includes 12 locations and anyone who completes the hunt will receive a free bicentennial t-shirt.\n\n10 a.m. to 4 p.m.\nThe Carnegie Legends exhibit will be free to the public. The Carnegie originally opened in 1903 as the first public library. Now\, the building is devoted to telling stories in a different way. On the lower floor\, a 70 seat theater is the perfect\, intimate venue for songwriter nights\, and the first floor is devoted to the Legends Museum.\n\n10 a.m to 10:45 a.m.\nWalking Tour of downtown by historian Robert Briley that will start and end at the Courthouse.\n\nHistoric buildings open downtown including:\n\n10 a.m. to 4 p.m.\nLD2 Market Shoppes at 215 N. Church\, formerly the Delaney’s building\n\n10 a.m. to 2 p.m.\nThe Ned at 314 E Main St\, formerly City Hall. In addition to guided tours\, the Ned is hosting two art exhibits. Josie Goulding will have an exhibit in our upstairs gallery and the West Tennessee Artisan Trail will have an exhibit in the main gallery\, downstairs.\n\n11 a.m. to 3 p.m.\nListen to actors portraying some of our city’s most influential businessmen and politicians from 1847-1940\, and see the varying architecture of the homes (all on the Historic Register) as you walk through the neighborhood of East Main Street in Jackson. Tours consisting of small groups will leave from the East Main Street Park\, near the railroad tracks\, every 15-30 minutes beginning at 11 am. Presented by the POEMS Historic Preservation Committee.\n\n2 p.m. to 3 p.m.\nMadison County has been home to many talented Black musicians. He graduated with his Bachelor of Arts (Art/English) teacher certification from Lambuth University in 1964. He then continued his education at the University of Mississippi by receiving his master’s degree of Arts (art history/studio/art education) in 1966. He received his Ph.D. at the University of Tennessee-Knoxville (interdisciplinary degree: history of Interior design\, decorative arts\, and textiles) in 1988. \nAfter graduating with his master’s degree\, Dr. Ray began to work at Lambuth University as a Professor of Art and Interior Design. During his career at Lambuth University\, he was the chairman of the Department of Family and Consumer Sciences and Visual Art\, 1984- 2010. He later became the Dean of the School of Arts and communication\, 1993- 2010. \nHe has also received many special honors for his work and dedication. In the fall of 2007\, the West Tennessee Healthcare Foundation honored Dr. Ray with the establishment of the Dr. Lawrence Allen Ray Endowment for the Arts. In July of 2008\, Dr. Ray was named a Lifetime Member of the Board of the Jackson Arts Council. In 2008\, he was named curator of the Three States of Tennessee Exhibit and author of the Exhibition Catalog. In 2017\, he received the National DAR Community Service Award. SUMMARY:Heritage Day for Three Way Community
DESCRIPTION:In addition to celebrating the 200th birthdays of the City of Jackson and Madison County\, organizers in individual communities are planning “Heritage Days”  to commemorate their history.   \nThe first Heritage Days were held in the fall and the third Heritage Day will take place in Three Way on Saturday\, March 26 from 12 p.m. to 3 p.m. at Pine Hill Park\, Three Way City Hall and Madison County Fire Station No. 6. \nOpening Ceremony will be at 12:15 p.m. at Pine Hill Park. Music will be played from 12 p.m. to 3 p.m. at City Hall and the park. Historian Robert Briley will make a presentation on the history of Jackson\, Madison County and Three Way at City Hall at 1:30 p.m. This is a free event and food will be served starting at 12 p.m. for as long as supplies last. Organizers will serve hot dogs\, chips\, drinks\, cookies and ice cream. Children will also enjoy activities on the playground. \nThis is a family friendly event to celebrate the 200th anniversary of Jackson and Madison County. Attendees are encouraged to bring a lawn chair to the festivities. \nPine Hill Park and Three Way City Hall are located at 190 Three Way Lane\, Three Way\, TN 38343.  Madison Co. He graduated from Lexington High School and the University of Memphis with a degree in Engineering Technology. \nJimmy’s business career began in 1973. He has owned and operated various businesses throughout his career including an ice cream shop\, funeral home\, cemetery\, men’s retail clothing\, trailer manufacturing company\, drive thru hamburger restaurants and outdoor advertising. He has been in the real estate development and management business in Jackson\, Tennessee since 1987. \nJimmy is a member of the Jackson Rotary Club\, a Board member of Arise2Read and Salvation Army and attends St. Luke’s Episcopal Church. \nHe is married\, has three children and three grandchildren. \nHe was appointed as Madison County Mayor by the Madison County Commission and sworn in on July 1\, 2007 and was officially elected Madison County Mayor on August 7\, 2008. He was recently re-elected to another four-year term on August 2\, 2018. \n \nAbout Mayor Scott Conger \nScott Conger was elected Mayor of Jackson on June 18\, 2019 with 63.2 percent of the vote in a runoff election. His four-year term began on July 1. Conger is the third member of his family to serve as Mayor of Jackson. First serving as a city councilman in 2011\, Conger represented District 5 of Midtown Jackson. He served on the Expenditure Committee\, Budget Review Committee\, Municipal Solid Waste Regional Planning Board\, and was chair of the Taxi Board. \n  \nAlong with his political responsibilities\, Conger served as the President and CEO of United Way of West Tennessee from 2015-2019\, an organization that brings people and resources together to help meet the needs in the area. Before United Way\, his career began in higher education working as an admissions counselor for Lane College\, later transitioning to the director of the loan management program. He went on to serve as the Donor Management Director of the West Tennessee Healthcare Foundation. \n  \nFrom 2010 to 2011\, he led the Lambuth Area Neighborhood Association as president. He served on the boards for Jackson Downtown Development Corporation\, the Jackson Area Chamber of Commerce\, Area Relief Ministries\, The Salvation Army\, and WLJT-DTV Public Television for West Tennessee. Conger is a Rotarian and Eagle Scout\, having served as Assistant District Governor\, Past-President and affiliate of the Membership Committee and Strategic Planning Committee for the Jackson Rotary Club. He is also a member of St. John’s Masonic Lodge and the Jackson Scottish Rite of Jackson\, where he served as Past-President and is a York Rite Mason. \n  \nAn alumnus of Lane College\, Conger was rewarded with the Tradition Award and Outstanding Young Alumni from the National Alumni Council of the UNCF. He went on to earn his Master’s in Business Administration from Bethel University\, where he served as an Alumni Ambassador for the program and is now a member of the board of trustees. An alumnus of Leadership Jackson and WestStar\, Conger is committed to providing an educated workforce throughout West Tennessee. He was named one of Jackson’s Finest Young Professionals in 2012 and one of The Jackson Sun’s Forty Under 40 for 2014. He has also been recognized for his community service by New Life Christian Ministries and is a recipient of the William H. Graves Sr. Humanitarian Award. He was voted Best Local Public Servant in The Jackson Sun’s 2014 Reader’s Choice Awards. Before UALR\, Hampton held positions at Texas A & M University\, Texas Christian University\, and the University of Central Arkansas.\n \nIn addition to working as a higher education administrator\, Dr. Hampton is an ordained elder in full connection of the Christian Methodist Episcopal Church (CME). She has been an advocate for area veterans for years\, conducting pinning ceremonies for Vietnam War veterans\, and organizing donations and activities for residents of the TN State Veterans Home in Humboldt. Jackie has directed the Veterans Day “Celebrating Our Veterans” program for the past five years\, and has worked on the Veterans Day Committee for the past nine years. She received the 2021 Multiplying Good Jefferson Award for her work with veterans\, and was named the 2021 Vietnam War Commemoration Tennessee Volunteer of the Year.  \nThe West Tennessee Veterans Coalition is a 501(c)3 organization of veterans organizations\, civic and church groups\, and individuals who are united to support our veterans. Past activities include the send-off and welcome home of the TN National Guard 194th Engineer Brigade; memorial coins for the families of veterans interred in the Tennessee State Veterans Cemetery at Parkers Crossroads; annual veterans patches distributed to 5000 area veterans; and support and coordination of the annual Veterans Day program and parade. Membership is free and open to any veterans\, active duty\, or civilians.  \nGwen McCaffrey McReynolds \nGwen is the daughter of a military man. Her father\, James Robert McCaffrey\, served in the Navy during WWII and eventually made a career in the Air Force. Her grandfather\, Reuben Wilson Loggins\, Sr.\, was in World War I and was a charter member of the Mulherin Post #85 of the American Legion. As the daughter of a veteran and the wife of a career military man\, Gwen’s mother\, Bettye Loggins McCaffrey\, instilled a deep respect for veterans. One of the first poems Bettye taught Gwen was “In Flanders Field.” Her father and mother remained active in veterans’ activities until J. Born and raised in rural West Tennessee\, where he attended public schools\, Dr. King has given back over two decades of uninterrupted service and commitment to improving public schools. His career trajectory is unique amongst educators in Tennessee because of his wide-range of experiences that encompass being a teacher (Shelby County Schools – legacy)\, principal (Fayette County Schools)\, superintendent (Haywood\, Fayette\, and Jackson-Madison Counties)\, and an executive director (Tennessee Department of Education)\, all in Tennessee. Dr. King has a proven record in improving many of Tennessee’s toughest schools and districts. He has built a reputation of turning schools around by promoting strong literacy programs with fidelity\, recruiting and training school leaders\, setting and expecting high standards for all\, garnering community support and deep engagement\, and managing fiscal services through a business leader lens.  Within a short amount of time serving as superintendent of JMCSS\, Dr. King has worked with his leadership team to bring in over $8 million in revenue while decreasing expenditures right at $3.5 million. King has begun working with the school board around a five-year Strategic Plan that includes implementing a new CyberSchool (JASA – Jackson Academic STEAM Academy) where families are being offered more choices for student learning. One of King’s priorities was to build the community’s trust through transparency and ongoing communication. Currently\, the launch of the Superintendent’s Chronicle has been a vehicle to support King’s goals around transparency and effective communication. \n  \nAbout Kenneth Newman \nDr. Ken Newman is a product of JMCSS\, having attended Bemis Elementary\, Malesus Elementary\, and South Side High School. He received his B.A. in English\, French\, and Secondary Education from Union University. He has a Master’s in Education and a Master’s in English from the University of Memphis. In 1994\, he received his doctorate from the University of Memphis in Curriculum and Instructional Design. \nHe began his teaching career at North Side High School\, moved to East High and Elementary as a librarian for one year\, and then to West High School as an English and French teacher and part-time librarian for the next 22 years. After Consolidation\, he taught English and French at North Side High. In January of 1996\, he became a Middle School Instructional Supervisor and Writing Coordinator for grades K-12. \nHe retired from the JMCSS in 2000 and began teaching at Union University\, where he still teaches. During his years at Union\, he has served as Director of the M.A.Ed.\, Ed.S. and Ed.D. programs. He teaches graduate secondary methods courses\, such as Literacy in the Content Areas and Secondary Methods. In addition\, he mentors job-embedded teachers who are seeking licensure. In the undergraduate program\, he teaches the history methods course\, classroom management\, and literacy across the content areas course. He also supervises history interns. \nHe advocates for public education\, is student-centered\, and wants “every school to be considered a good school.” One of his passions is literacy across grade levels. DESCRIPTION:Beginning in August\, First Friday Forum will return to downtown Jackson to commemorate the bicentennial year. The monthly forum will feature rotating speakers highlighting unique bicentennial programming themes from August 2021 to August 2022.\n\nThe first forum will feature Dr. Jeremy Tubbs speaking on Jackson and Madison County’s robust musical heritage throughout the past 200 years. Tubbs will highlight stories from yesterday\, today and tomorrow.\nDr. Jeremy Tubbs started working at the University of Memphis in August 2011. He holds a Bachelor of Music in Guitar Performance\, a Master of Music in Music History\, and a Ph.D. in Musicology. His 2008 dissertation was on the musical career and instruments of Mario Maccaferri (1900-1993). He has presented papers at numerous conferences including Yale University\, The University of Georgia\, and The University of Memphis. He has also studied at Oxford University in England and The Berklee College of Music in Boston. From 1999-2007\, he was a professional musician\, music manager\, teacher\, and bandleader\, who travelled the world performing\, coaching\, and mentoring musicians and music professionals. On average\, he performed over 200 shows a year either as a guitarist\, drummer\, bassist\, or vocalist. During this time\, he also learned the art of studio recording and live audio production. In 2016\, he was elected and granted membership to the National Academy of Recording Arts and Sciences. In 2017\, he won the Producer of the Year at the Tennessee Music Awards. Currently\, Dr. Tubbs is the director of the Music and Entertainment Department at the UofM-Lambuth Campus\, the musical director and band leader for grammy nominated artist\, LOLO\, and is founder and president of the Jackson Area Music Society.  \nDr. Tubbs is married to the beautiful and talented\, Allison Tubbs\, and has two children\, London (16) and Liam (14). \nFirst Friday will be held at First Methodist church located at 200 S Church St in downtown Jackson on August 6.
